California Senate Legislature 2019–2020 Regular Session

SB-1 California Environmental, Public Health, and Workers Defense Act of 2019 This bill establishes specified minimum federal environmental, public health, and labor standards as state baselines in the event the Congress or President repeals or weakens corresponding federal standards, and prohibits the corresponding California standards from falling below those baselines. In the event
that new federal standards fall below the baseline, this bill allows private citizens
to enforce state standards, as specified.

SB-54 Solid waste: packaging and products : Requires the Department of Resources Recycling and Recovery (CalRecycle), in consultation with the State Water Resources Control Board
(SWRCB) and the Ocean Protection Council (OPC), to adopt regulations to source
reduce and recycle at least 75% of single-use packaging and products sold or
distributed in California by 2030, and requires CalRecycle to develop a scoping
plan to achieve those requirements.

SB-210 Heavy-Duty Vehicle Inspection and Maintenance Program This bill directs the Air Resources Board (ARB) to work in coordination with multiple state agencies in order to develop and implement a Heavy-Duty Inspection and Maintenance Program for non-gasoline, heavy-duty, on-road trucks

SB-307 Water conveyance: use of facility with unused capacity According to the author, “While California has begun to rebound from its prolonged drought, it is still imperative that the state continue to diversify its water supply. Governor Newsom has openly acknowledged California must take a more holistic view of our water portfolio to meet long term demand. However, this should not be
interpreted as an open invitation to tap water resources beyond their environmental
sustainability, especially in precious and precariously-balanced environments like the
Mojave Desert.”
